Mellemfolkeligt Samvirke og Folkekirkens Nødhjælps folkelige forankring under rammestyringen af udviklingsbistand

Abstract

NGO’ers folkelige forankring I dette projekt beskæftiger vi os med Mellemfolkeligt Samvirkes og Folkekirkens Nødhjælps forsøg på at opnå folkelig forankring i det danske civilsamfund. Dette undersøges på baggrund af Danidas skærpede krav til netop dette element hos organisationerne, i kraft af, at begge organisationer får rammebevillinger fra Danida og dermed skal opfylde visse kriterier for at fortsætte denne støtte. Det relevante er, om hvorvidt den folkelige forankring kan måles og hvilke konsekvenser de skærpede krav har for organisationerne. I vores forståelse og analyse af begrebet folkelig forankring vil vi tage udgangspunkt i Søren Juuls solidaritetsbegreb og Lars Torpes legitimitetsbegreb. Hvilke konsekvenser har det for NGO’ernes mangfoldighed at den folkelige forankring måles som den gør nu? Public Anchoring of the NGO’s In this project we look at the attempts of “The Danish Association for International Cooperation” and “DanChurchAid” to achieve public anchoring in the Danish civil society. We have decided to examine this topic as a result of Danida’s tightened demands to this exact element in the organizations and because both of the organizations receive grants from Danida and therefore have to satisfy certain criteria to continue this funding. The relevant thing is whether the public anchoring can be measured and which consequences the tightened DANIDA demands might have for the organizations. With regards to the understanding and examination of the term public anchoring, we will focus on Søren Juul’s solidarity notion and Lars Torpe’s legitimacy notion. We will analyse which consequences the new way of measuring public anchoring will have for the NGOs’ diversity?
