Participation Island - Et studie af indflydelsesmuligheder på Bornholm efter kommunesammenlægningen

Abstract

I 2003 blev Bornholms kommuner lagt sammen til Bornholms Regionskommune. Dette betød, at afstanden mellem politikere og borgere blev forøget. I projektrapporten undersøger vi udviklingen af borgernes indflydelsesmuligheder efter en sammenlægning af kommuner i et forsøg på at klarlægge en eventuel sammenhæng mellem disse strukturelle ændringer i det politiske system og borgernes indflydelsesmuligheder. Vi har i projektrapporten både undersøgt de lokale myndigheders tiltag for fremme af borgerinddragelse og borgernes egen initiativtagen. I projektet benyttes teori om decentralisering, empowerment og demokratiopfattelser. Vores empiriske grundlag bygger blandt andet på kvalitative interview.

In 2003 the five local governments on Bornholm were joined in the new Bornholms Regionskommune. Because of this the distance between the politicians and the citizens was increased. In this report we carry out a study of the development in citizen participation in the light of the structural changes in the local government. We attempt to explain the connection between the structural changes in the political system and the options of citizen participation. We have examined actions undertaken by the local authorities and initiatives undertaken by the citizens in order to develop options of citizen participation. In the report we use theory of decentralization, theories of empowerment and theories of local democracy. The empirical foundation of the report consists of qualitative interview.
